Ya bro we could say a sea monster accidentally ate vell's heart after he got defeated and didn't finish digesting it yet. It makes sense.
Please also make Steel Imps drop Bheg's Gloves, kappa.
it also makes sense that ramming your ship into a few ton sea monster would destroy your ship.

Sea monsters should drop pre-enhanced gear of all types then too right? We could say that a sea monster smashed a boat and at the sailors on board. It makes sense.

Listen kid only because u are only doing sea monsters doesnt mean bdo must became sea monster online
Just add every rare/BiS drop in the game to the sea monster loot-table, including enchanted versions up to PEN where applicable. While we're at it, add all-lifeskill-xp and RBF-points too, heck, why not give ramming a chance to spawn a T8 courser. Then Salty and his seafarer buddies can just exploit their way to full everything and pretend they are good at playing games.
Make a Mini-Vell Guild Scroll that drops it.
They trying to compete with monster hunters online, this to will pass. All I have to say is, I am very happy that I got all my non consumable gear to TET and don't have to worry about competing with the broke ass bidding system.
On a note, one thing Salty mentioned on here and I'll actually agree with him on it, put boss boxes on the cash shop and the problem of the inflation will stop. There would be more boss gear on the auction house and the funds from sea monsters will be evenly spread.

I think a better way to structure this would be like this:
What if (similar to lords mobile a RTS mobile game)
You hunt sea monsters all week( or in lords mobile DARKNESTS ) and every week if you reach X amount of
exp from hunting sea monsters reached then at the end of the week you can spawn a monster for the guild
that is phase shifted only for your guild members (we already have this with relics and parties,you end up not seeing others monsters and cant attack them)
and this monster your guild spawns,spawns after you reach X exp on a level up bar attatched to the guilds level of monster hunting with ships,
that monster you can spawn once a week should you be able to fill that XP bar (and only leaders (r1) or sub leaders (r2) can spawn it,and it has the same chance to drop vells heart as vell does,and a higher % chance is calculated for it to drop for those that put more effort into that EXP bar that filled up during the week.
This encourages people to hunt sea monsters = encouraging group content
This encourages people to hunt sea monsters = people make more money
This encourages people to hunt sea monsters = people end up with better gear from said more money
This encourages people to hunt sea monsters = now more people have more gear to pvp to protect rotations & qualify for nodewars pvp
This encourages people to hunt sea monsters = makes more people use actual content or try content they normally wouldnt
= win win
Guild meets requirements :
30 members at least contribute to this exp bar for monster hunting via ship
said exp bar is filled by X day by X time at the end of the week by maintenance
after maintenance the button is now available to collect scroll to spawn a phase shifted monster
that can drop vells heart,being in that guild,and having contributed to said exp bar,the more exp you personally earned
for that exp bar,the higher chance you have to get loot when fighting it = more chance at loot = encourages more participation = make guilds more friendly/useful,which helps combat toxicity by forcing people together (especially by requiring 30 people to participate in the moving of the exp bar)
Further comments: exp bar will reset once summoned monster is dead,players that can not get on for summon that belong to that guild will receive a consolation prize because X factor of attacking monster or X factor of being offline during monster killed was not met
= you receive lauren family gift boxes in mail + 5 mem frags and double your daily normal guild payout.
I think this is more than fair and provides no forms of ways people can abuse it.
Obviously it is more worth it to be there to kill it rather than to afk or go offfline for it as the rewards are not great by not participating,but better than nothing,if the rewards for not participating were higher then no one would show up to kill it,this is a happy medium.
