If this works how it should in my head, it will cut down on the "griefing" kills that PvE players dislike the most, e.g. flagging to kill someone without any real purpose other than to annoy/irritate, then unflagging with no risk. It should also make the true "villain" lifestyle more appealing and easier to get into, and get rid of Karmabombing completely. Going to start with the easy parts first, but it won't completely make sense without the whole package. Get rid of the Karma penalty for killing players. Remove all the additional penalties for dying with negative karma (make it the same penalties for both PvE/PvP deaths as positive karma) except for being sent jail. Make it so you get sent to jail from anywhere in the world if you are negative karma and die by PvP. Now, re-do the way the flagging system works. If you want to flag up to kill someone, you should be prepared to be an outlaw. There can be no cases of just killing a non-consenting player without some sort of real risk or penalty. If it's to fight over a grind spot, you better prepared to actually fight for it, and not just against an under-geared, under-leveled "scrub". Or, if you just want to go nuts for a little while, it shouldn't damn you for it either, as long as you can hack it. If you are positive karma, and you flag up and kill another player who is also positive karma, you are immediately set to X amount of negative karma (however much is appropriate, I would personally say an amount that can be worked off in an hour or so of good grinding). Per the changes above, you can now kill as many times as you want with no additional penalties. But everyone else can freely kill you, and if you die by PvP, you go to jail. Grind your way back to positive karma before that happens, and you are free to go. Upon leaving jail, you have 0 karma. Adjust the Muiquun NPC's so that they treat those with 0 karma the same as negative karma. I think something like this, even if not exactly this, could work really well.
