I see the creation event has started, but character slots aren't discounted at all, and i don't see an extra locked slot in the character selection. isn't guardian launch next week?
They are discounted. Hot & New → Limited or Travel Aid for the 180 Pearl coupons and they can be used for a 19th slot.
Just as a note, the description of the loyalty character slot still says max 18 slots. Might need a correction.

Can we go ahead and buy them with loyalty too? The character slot expansion there only shows 18 slots available.

I m away from game for while , but how much loyalty cost character slot ? Before with new class ( at least DK, mystic ) was 1 loyalty
5000. The 1 Loyalty coupon hasn't been a thing anymore since Lahn (May 2018). Edit: magret is right, Archer also had a 1 Loyalty coupon. So it's only been Lahn, Shai and Guardian who didn't / won't get one.
The 1 loyalty thing appeared to be tick-tocking back & forth every other new class for awhile. I'm rather disappointed they broke that pattern this time.
The description of that item has been fixed today, so the patch should be already applied to the game. This said, you can expand your slots up to 19 using the pearl one or the loyalty one. Regards.
