Most likely yes. Rather then having 4+ separate teams (Sea, RU, JP, NA/EU, etc) focusing on separate aspects of the project, it all comes down to one while leaving localization on the backs of the publishers. Which could be a good thing too. Possibilities of more content coming out sooner with more workers focused on 1 build. Cuts costs, cuts time and effort needed to be put into the clients that are behind our Korean overlords, whatever. Though you could say they're doing this out of "the kindness of their heart" or to be the "first" MMO to have a fully equal Korean/Western Release, though they're probably just trying to get into the esport scene to make a quick buck.
