I believe you are referring to "Age of Majority" which is the age in which a person is considered an adult. No, we don't. The game already has skimpy outfits, underwear, and swimsuits. Adding anything considered "adult," such as sexual activities, would only detract from the game and players would be lost since the game's rating would go from 16/17 to adult only. Yes, there is a difference. I'm pretty sure they would still censor the Shai due to her childlike appearance. The Shai being censored has nothing to do with the game's rating whatsoever.
