Bigger fish means the size of a fish. because you can catch the same type of fish in different sizes (see fishing infos under Esc - F6 - 1)
Rare fish is the grade. Which means, higher rate for rare fish means higher chance of catching yellow and orange fishes.

For the purposes of fishing rods (since October 2018)
Big fish = Blue quality fish
Rare fish = Yellow quality fish.

So if you want to catch as many expensive fish as possible, you want a Maple float and a Mediah rod. If you are going for titles, you can adjust based on which fish you are fishing for titles for.

    Thats not true.
Big Fish chance, like the Calpheon Fishing Rod has, "Chance to Catch Big Fish +1%", is not the quality/rank (green, blue, yellow) it realy is the size.

No, fish size is a weird metric for how many of a fish you caught. The number goes up the more fish of that type you catch.

The rods work on these categories that you can find in the fish descriptions:

Before the fishing changes in October 2018, what was Rare and what was Big was a bit all over the place, but back then, they standardized all yellow fish to become Rare and all blues to become Big.
