I don't think Pearl Abyss has the manpower to selfpublish their regions, not even remotely. They've been struggling hard even before RU shutdown and your speculations on NA/EU. What do you expect to happen if they'd chose to do all regions themselves lol. Negative³ communication? Even tho they acquired the EVE Dev company, it's not necessarily bound to BDO at all, since PA has several projects & games in the making. May also be just to increase the companies value and grow overall.

They didn't have the manpower before but remember, they acquired CCP. That gives them the capability to directly publish to the NA/EU audience.

Kakao immediately responded and stated that what was posted by a CM is not true. They admitted that they chose to add the new P2W features, it was not forced on them.

The normal business practice in this situation would be to not comment at all. It's against their self interest to make any statements. Typically you would only receive notice once a final decision is reached.

So speculation and observation are the only methods available.

The RU servers not getting their contract renewed does play a small role in this. It's nothing concrete, but it should raise some concern.
